A couple of suggestions. First, try to get management to set a policy of "no spitting" on sidewalks or public areas. Then I suggest investing in a security camera setup. They are not that expensive any more, and you would have video evidence when needed. And you can never know when their non-violent aggressiveness will turn violent.
