Biden himself has never been progressive. If anybody thinks his administration will do anything progressive at all then you are either too young to know history, or you haven't been paying attention. It doesn't surprise me, for example, that the platform rejects marijuana legislation. Biden has always been an anti-drug warrior. I expect arrests for possession and federal harassment of legal dispensaries to increase after he is elected.
