Here's what I don't understand. In the Constitution it says clearly "the President of the Senate shall, in the presence of the Senate and House of Representatives, open all the certificates and the votes shall then be counted; -- the person having the greatest number of votes for President shall be President."

Nowhere anywhere is it mentioned that Congress certifies the vote, or votes on the EC votes, which also means there is no procedure for objecting to votes. This is all extra-Constitutional. Why did the clown show happen at all?
