I hate to say it, being an old union rabble-rouser, but this behavior is not uncommon in many unions in the US as well. Once, as a teenager, I had a starting job at a union shop sheet metal factory. One time the union steward came over and quietly told me to slow down, it was making everyone else have to work faster.
