Note that the permafrost is already melting. It is happening long before a 3 degree rise. We have already crossed some tipping points. At this stage we need to think more about mitigation.

There will be a worldwide depopulation of our species, perhaps by a large percentage. It happens to every species when they overpopulate. The big question is whether the human species will survive at all in another 200 years.
