But, NO, our social institutions are not failing, that is a complete crock. Institutions do not fail on their own. Any shortfall in SS is easily fixed with a few policy adjustments. This same issue came up in Reagan's time, and adjustments were made that shored it up for 40 years. It would be easy to do so again. The same is true of all of our social programs.
