You give the Canadian government too much credit. I applied for a Certificate of Citizenship, which I am entitled to as my father was born in Canada. But my case was submitted over a year ago, and I haven't even received a notice of receipt. I tried to request the status, but all I got was a form letter saying "try again". To ask their immigration services to suddenly take in more applicants would break their sad little system.
